Just found out how to do when i saw it when people post it up. It something different when playing on your facebook. It can cause a bit lag to your computer but just for once a while it is ok i think.
To make the glowing circle is follow the instruction below:
“Up, up, down, down, left, right, left, right, B, A, and Enter”
If you want to deactivate just refresh the page.
Enjoy the spinning and shinning circle that will blind you
